Is the four culvert bridge built on top of an earlier and collapsed bridge? There seem to be rails and tie ends below the layers of concrete. Is that why the name "submarine bridge"?

Not sure honestly if it’s built on top of another bridge. The bridge is constructed to allow the water to go over it in time of night water without causing damage to the bridge itself. Which is how it got its name.
