Question, although it has a F9B number, the paint scheme is rebuilt F7 paint scheme. The passenger F's had the older scheme without the yellow frame stripe. Any answers?

Looking online, it appears this locomotive made it to WCLR in VIA blue but was again in CN livery by the early 2000s.

Pretty sure WCLR did not repaint it to CN colors.

It seemed unlikely to me, but I've seen a photo that implies it. Stated locations and dates are not to be trusted, but 6622 in VIA colors surrounded by WCLR equipment is... suggestive.
