Is that a BC Hydro boxcar? Was that a rare sight in new York?

The barges are carrying (most likely) crushed dolomitic limestone from the upper Hudson, down to metropolitan New York City. Much of the aggregate for the NYC area arrives by barge, to concrete / asphalt plants with river access.
