Precision-scheduled railroading. One of the effects of it is a smaller number of longer trains, which requires less power overall.

PSR is “Precision Scheduled Railroading,” an initiative to cut back on number of trains (run longer), employees, equipment etc. but raise rates as well. The late Hunter Harrison, former CSX CEO, was one of the main people pushing the movement; it became popular with Wall Street but extremely unpopular for employees and customers.
